Creelman began with the railway. The Canadian Pacific Railway built a line southeast from Regina, finished in 1904, and small communities and post offices soon appeared along it. A townsite had already been laid out on the line as early as 1903, and local people chose to call it Hazel.
The CPR had other ideas. When the line was completed, company officials renamed the little community Creelman, after the railway's solicitor, A.R. Creelman. A post office opened at the site that same year.
Creelman gradually grew into a thriving centre for local farmers and became an important market and social hub for the surrounding farming community. It incorporated as a village on April 6, 1906. Today it sits on Highway 33 in the RM of Fillmore No. 96, and it is the home town of Morris Mott, who went on to play in the NHL with the California Golden Seals and the Winnipeg Jets.
